From Uncertainty to Policy: A Guide to Migration Scenarios

This chapter considers drivers of international migration from a range of perspectives. For origin countries, we focus on the salience of networks, migration aspirations and capabilities at the individual level, and macro-structural conditions. For destination countries, with a focus on Europe, we review evidence on the role of economic and non-economic factors, such as attitudes, and the role played by uncertainty. Finally, we look at transit and onward migration within Europe, identifying different groups of migrants and directions of migration flows.
